Composition of the Committee for the Jean-Pictet Competition

  •   W. Chadwick Austin (United States)

    Chad has been involved with the Competition since 2003 and a member of the CCJP since 2012. He is currently a Professor for the Department of Law at the United States Air Force Academy, Colorado, where he teaches, among other things, IHL. He previously served as the Co-Director for the Law of Armed Conflict Competition for Military Academies at the San Remo International Humanitarian Law Institute. He was appointed in 2006 as a Major in the Air Force Reserve and now holds the rank of Colonel. He deployed to the Forward Operational Base Shield, in Baghdad, Iraq where he worked with Iraqis on restoring judicial capacity and the prosecution of suspected terrorists.

  •   Emiliano Buis (Argentina)

    Emiliano was a participant and finalist in 1999 (503). He has been involved with the Competition since 2002 and a member of the CCJP since 2012. He is currently Associate Professor at the University of Buenos Aires Law School, where he teaches, among other things, IHL. He is a lawyer, holds a Ph.D. in law and is also a lecturer in Ancient Greek language and literature. He was previously Legal Adviser on non-proliferation, disarmament and export control at the Argentinian Ministry of Foreign Relations, International Trade and Worship.

  •   Catarina de Albuquerque (Portugal)

    Catarina was a participant (299) and a member of the team that won the Prix Jean-Pictet in 1995. She has been a member of the CCJP since 1998. She was UN Special Rapporteur on the human right to safe drinking water and sanitation (2008-2014). Vice-Chair of the Sanitation and Water for All Partnership (since 2015). She is also an invited Professor at the Law Faculties of the Universities of Braga and Coimbra and a Senior Legal Adviser at the Office for Documentation and Comparative Law, an independent institution under the Prosecutor General’s Office.

  •   Michel Deyra (France)

    Michel is the co-founder of the Competition in 1989 and has been a member of the CCJP since its inception. He holds a Ph.D. in Law and was an Associate Professor at Military High School of Saint-Cyr Coëtquidan (1999-2003), Professor at Tunis Law School, and a Lecturer at École d’Officiers de la Gendarmerie nationale, at École nationale supérieure de Police de St-Cyr au Mont d’or, and at École de Guerre.

  •   Bernard J. Dougherty (United States)

    Bernard received a Juris Doctor from Georgetown University Law Center and two LL.M., one from the University of Miami, and one from the University of Leiden. He is a fully licensed attorney in the states of Virigina and Alaska, He served as a member of the Judge Advocate General Corps in the U.S, Air Force. He is currently an independent lecturer and adviser on issues of IHL and International Criminal Law. He was previously a guest lecturer for the Institute for the International Law of Peace and Armed Conflict at the Ruhr University Bochum, Germany, as well as for the German Red Cross, which awarded him the Henry-Dunant medal for services to the German Red Cross in its efforts in dissemination of IHL. He has been a jury member since 2009.

  •   Christie Edwards (United States)

    Christie Edwards is an internationally recognized and published legal expert with over twenty-one years of experience working on international humanitarian and human rights law, gender, international policy and advocacy, and international community development. Christie has led successful non-profit management and implementation programs, strategic planning, and grants management in senior leadership roles at national and international levels with prominent NGOs and international organizations. Since 2017, Christie has served as the Deputy/Acting Head of the Tolerance and Non-Discrimination Department of the OSCE Office for Democratic Institutions and Human Rights (ODIHR), working on hate crimes, social cohesion, conflict prevention, peacebuilding, and civilian protection. Previously, as the Director of International Humanitarian Law at the American Red Cross, Christie led ARC’s legal education, public, and youth outreach efforts on IHL, directly reaching over 60,000 people per year with a social reach of over 24 million. Finally, Christie serves on the Executive Council and Executive Committee (governing board) of the American Society of International Law (ASIL), Co-Chaired the 2021 ASIL Annual Meeting, and co-founded ASIL's Women's Mentoring Program for over 700 participants worldwide.

  •   Patrícia Galvão Teles (Portugal)

    Patrícia Galvão Teles is Senior Legal Consultant on International Law at the Legal Department of the Portuguese Ministry of Foreign Affairs and Professor of International Law at the Nova University Faculty of Law and at the Autonomous University of Lisbon, teaching, among other subjects, Public International Law, International Humanitarian Law and International Criminal Law. She was formerly Legal Adviser at the Permanent Representation of Portugal to the European Union in Brussels as well as Legal Adviser to the Portuguese Defence State Secretary. She holds a Law Degree from the Faculty of Law of the University of Lisbon and a Masters and PhD in International Relations (specialisation in International Law) from the University of Geneva (Graduate Institute of International Studies). Involved in the organization of the Competition since 1997. Member of the CCJP since 2002.

  •   Thomas Graditzky (Belgium/Switzerland)

    Thomas was a participant and a finalist in 1996 (364), he has been involved with the Competition since 1997 and has been a member of the CCJP since 2000. He is currently Deputy Data Protection Officer for the Middle and Asia at the ICRC. Within the same institution, he previously held different legal positions at headquarters in Geneva as well as in the field in Israel and the occupied territories, Iraq, Afghanistan, and with the Europe mission based in Paris. He also worked for Avocats Sans Frontières (Belgium) as Programme Officer for Israel and Palestine and was a Researcher at the Centre for International Law of the Université Libre de Bruxelles.

  •   Julia Grignon (France)

    Julia was a participant (926) in 2002 and has been involved with the Competition since 2004 – including as the Administrator (2006-2009) – and she has been a member of the CCJP since 2008. She holds a Ph.D. in Law and is Professor at the Law Faculty of Université Laval (Québec) where she teaches, among other things, IHL. She was the President of the Steering committee of the Competition in 2013, 2014 and 2016.

  •   David Kootz (France)

    David was a participant (650) in 2000. He has been involved with the Competition since 2001 and a member of the CCJP since 2012. He is currently Senior Legal Advisor for the Belgium Federal Agency for the Reception of Asylum Seekers. He previously worked for the NGO RCN Justice & Democracy and for the ICRC, mainly in the field of protection (in Afghanistan, Burundi, Iraq, Israel and the occupied territories) but also in the Legal Division at the headquarters (Geneva).

  •   Corinne Lanord-Dam (Belgium)

    Corinne was a participant (17) in 1990, she has been involved with the Competition since 1996 and a member of the CCJP since 2012. She is currently Deputy Head of Administration in charge of human resources at École Privée d'Ingénierie Informatique (EPSI) in Montpellier (France). She holds a Master’s degree in Political Sciences and International Relations specialized in International Law.

  •   Philippe Larochelle (Canada)

    Since he was called to the Bar in 1998, Philippe developed a varied law practice, in Quebec and abroad. His international cases include the defence of former Foreign Affairs Minister of Rwanda before the International Criminal Tribunal for Rwanda since 2003. In Quebec, he worked in commercial litigation at Ogilvy, Renault and at Goldstein, Flanz, Fishman. He drafted several briefs and appeared before the Quebec Court of Appeal in civil and criminal cases. In 2006, he obtained an acquittal before the Supreme Court of Canada in the case of Jacques Déry v. Her Majesty the Queen. In 2013, he obtained the acquittal of Jacques Mungwarere, who was charged with genocide before Canadian courts. He was also involved in cases before the International Criminal Court and the Special Tribunal for Lebanon. He participated in the Competition in 1998 (450) and has been a member of the CCJP since 2016.

  •   Cainnech Lussiaà-Berdou (Canada)

    A Université Laval graduate in 1997, Cainnech Lussiaà-Berdou became a member of the Quebec Bar in 1998. After a few years of practice in commercial litigation in a Quebec law firm, he joined, in December 2001, the defence team of Colonel Théoneste Bagosora, indicted before the International Criminal Tribunal for Rwanda. The trial started in April 2002 and ended in June 2007. He then participated, until late 2011, in the defence of three other accused before the ICTR. Between January 2013 and November 2015, he was a prosecutor before the Quebec Commission of Inquiry on the Awarding and Management of Public Contracts in the Construction Industry. He now works in the litigation department of the city of Montreal. He also teaches international criminal procedure and evidence to Master’s degree students at Université Laval. He participated in the Competition in 1998 (451) and has been a member of the CCJP since 2016.

  •   Maria Marouda (Greece)

    Maria has been involved with the Competition since 1999 and a member of the CCJP since 2003. She is currently Assistant Professor of International Law at Panteion University of Athens (Greece) and Legal Counsel and trainer of IHL with the Hellenic Red Cross. She holds a Ph.D. in Law and was previously an ICRC Protection Delegate.

  •   Xavier Philippe (France)

    Xavier has been involved with the Competition since 2003 and a member of the CCJP since 2012. He is currently Professor at Université d’Aix-Marseille, where he teaches, among other things, IHL. He is also Director of Institut Louis Favoreu-GERJC. He holds a Ph.D. in Law and has extensive field experience in South Africa on constitutional matters and has served an ICRC Legal Adviser for the Commonwealth of Independent States.

  •   Urs Portmann (Switzerland)

    Urs was a participant (1116) and a finalist in 2003, he has been involved with the Competition since 2004 and a member of the CCJP since 2012. He is currently an associate at a Swiss law firm. He is a member of the Swiss Bar and teaches at the Swiss Federal Institute of Intellectual Property. An Air Force officer, he worked on the dissemination of IHL in the Swiss Air Force.

  •   Jean-François Quéguiner (France)

    Jean-François was a participant (163) in 1993, has been involved with the Competition since 1996 and a member of the CCJP since 1999. He is currently Head of the Thematic Legal Advisers Unit within the ICRC’s Legal Division. He holds a Ph.D. in International Relations and was previously Senior Researcher and Lecturer in the Law Faculty of the Université de Genève.

  •   Christopher Rassi

    Christopher Rassi is Director, Office of the Secretary General at the IFRC and a member of its Senior Management and Global Leadership Teams. He has worked in different roles with the IFRC including most recently as Head of Country Cluster Delegation, based in Bangkok, Thailand and Representative to the United Nations Economic and Social Commission for Asia Pacific. In this capacity, Chris worked with National Societies in Cambodia, Laos, Thailand, and Vietnam, as well as with Federation leadership throughout Southeast Asia. Before joining IFRC, Chris had several roles with the United Nations and in private law practice. He worked with the Special Tribunal for Lebanon and with the International Criminal Tribunals for the Former Yugoslavia and Rwanda in The Hague, Netherlands and Arusha, Tanzania. He also was a foreign law clerk at the Constitutional Court of South Africa in Johannesburg. Participant in 1998 (467), coach in 2000 and involved in the organization of the Competition since 2001.

  •   Tamar Tomashvili (Georgia)

    amar Tomashvili is an Academic Director of the National Institute for Human Rights (NIHR) as well as assistant professor at Free University of Tbilisi. She is co-founder of local think tank GRASS (Georgia’s Reforms Associates) and has previously worked at the Ministry of Foreign Affairs, Ministry of Justice and the Office of the Chief Prosecutor of Georgia. Tamar was a participant in 2003 (970). She has been involved with the Competition since 2007 and a member of the CCJP since 2012.

  •   Marie-Louise Tougas (Canada)

    Marie-Louise has been involved with the Competition since 2007 and a member of the CCJP since 2012. She is Regional Legal Adviser for the ICRC, based in Abidjan, Ivory Coast. She was previously Legal Adviser for the ICRC in Geneva and New York. She is a lawyer admitted to the Québec Bar, she holds a Ph.D. in Law from Université Laval and was previously Lecturer at the Université du Québec à Montréal and University of Ottawa, as well as Strategic Adviser to the Secretariat for Canadian Intergovernmental Affairs of the Government of Québec, and Legal Assistant for defence teams before the International Criminal Tribunal for Rwanda (ICTR).

  •   Simon Tremblay (Canada)

    Simon was a participant (822) in 2002 and has been involved with the Competition since 2003 and a member of the CCJP since 2012. He is currently Head of the Montreal Bar. As a lawyer in the Litigation Department of the Attorney General of Québec, Simon was previously assigned as Counsel for the Commission of Inquiry on the Awarding and Management of Public Contracts in the Construction Industry, presided by the Honourable France Charbonneau. He is a member of the Québec Bar and teaches at the Québec Bar School as well as at Université du Québec à Montréal.

  •   Mustafa Tuncer (Turkey)

    Mustafa was a participant (2965) in 2016. He has been involved with the organisation of the Competition since 2018 and a member of the CCJP since 2021. He holds an LL.B from Galatasaray University (Turkey) and an LL.M from Paris 1 Panthéon-Sorbonne University (France). He is currently a PhD Candidate at University of Exeter (United Kingdom), and his research focuses on the law of naval warfare. He teaches international humanitarian law and constitutional law in different capacities. Since 2019, he has been a lawyer admitted to the Istanbul Bar Association.

  •   Ana Urgoiti (Spain)

    Independent consultant working on humanitarian and development issues. Her areas of specialization are planning and evaluation, as well as gender and adult learning/training. Her past experience includes field work in South and Central America with the International Federation of Red Cross and Red Crescent Societies, and positions at branches and headquarters level with the Spanish Red Cross. Law Degree, specialized in Public International Law. Member of the jury in 2003 and tutor in 2006. She has been involved in the organization of the Competition, and a member of the CCJP since 2007.

  •   Administration: Christophe Lanord (France)

    Christophe founded Jean-Pictet Competition in 1989 and attended all editions afterwards. He started as Administrator of the Competition in 2016. Holder of a Law Ph.D., he was an independent consultant on humanitarian issues between 2000 and 2010. Before 2000 and after 2010, he held senior positions with the IFRC, in Legal and Human Resources Departments.
