On the edges of a backwater, there was a scorpion which wished to pass on other side. He asked a frog:
- Please, he said, take to me on your back and help me to cross!
- But you are insane, replied the frog. If I take to you on my back, you will sting me, and I will die!
- don't be stupid, answered the scorpion. Which interest would I have to prick you? If I sting you, you sink, and I would also die since I cannot swim.

Finally, through discussions, the frog let herself be convinced, and started crossing the backwater with the scorpion on her back.

But, in the middle of the river, the frog felt the burn of a puncture and the poison go in its members.

- You see, shouted the frog, you stung me and I will die!
- I know, answered the scorpion. I am sorry... but one does not escape from his nature.

And he also disappeared in muddy water.

The Journal of International Law of Peace and Armed Conflict seeks contributions to a special issue on « dealing with past crimes ». Indeed, 2005 marked several tragic anniversaries, among others:
- 60 years ago: end of the second world war, Hiroshima, Dresden, etc.
- 30 years ago: Pol Pot takes power in Cambodia
- 10 years ago: massacre in Srebrenica and negotiations of the Dayton accord.
It also showed that the past may reemerge: the attacks on the Japanese embassy and consulates in China, the loss of immunity for several former heads of states and members of government in Latin America, the opening of the commemoration building to the victims of WWII in Berlin, etc.

In particular, the editors are looking for articles, case-studies and speeches focusing on:
- The different methods to deal with past crimes;
- Crimes committed by the allied forces during the second world war;
- Japan, the second world war and the Asian continent;
- Srebrenica;
- Cambodia;
- The end of impunity in Latin America.

Deadline for the submission is 1 May 2006. Contributions should be between 3,000 and 5,000 words and follow the instructions for authors. The JILPAC only accepts articles in German or English.

17/11/05 : Jean Pictet, posthumously recipient of one of the Henry Dunant medals awarded at Red Cross Red Crescent Council of Delegates

The Medal, named after the founder of the Movement, is awarded every two years to individuals to acknowledge and reward outstanding service and acts of great devotion to the Red Cross and Red Crescent cause.
The medal is the highest distinction of the International Red Cross and Red Crescent Movement.
The medals were awarded on the opening day of the Council of Delegates, composed of representatives from the 183 National Red Cross and Red Crescent Societies, the International Federation of Red Cross and Red Crescent Societies and the International Committee of the Red Cross.

27/09/05: The Reuter Prize on International Humanitarian Law 2006 - Call for applications

The Paul Reuter Fund was created in 1983 thanks to a donation made to the International Committee of the Red Cross (ICRC) by the late Paul Reuter, Honorary Professor at the University of Paris and member of the Institut de droit international. The Fund's purpose is twofold: to contribute financially to an undertaking in the field of international humanitarian law (e.g. the publication of a book), and to finance the Paul Reuter Prize.

The Paul Reuter Prize, in the amount of 5,000 Swiss francs, is generally awarded every three years for a major work in the sphere of international humanitarian law.

The Prize will be awarded for the eighth time in spring 2006.

The Prize has been awarded seven times so far, to the following authors: Dr. Mohammed El Kouhène (1985), Dr. Heather A. Wilson (1988), Dr. Edward K. Kwakwa and Mr. Alejandro Valencia Villa (1991), Prof. Eric David (1994), Prof. Geoffrey Best and Major General A.P.V. Rogers (1997), Dr. Ilias Bantekas (2000), and to Prof. Ruth Abril Stoffels (2003).

Under the Regulations of the Paul Reuter Prize, any work submitted must fulfil the following conditions:
- its aim must be to enhance knowledge or understanding of international humanitarian law;
- it must either be unpublished or have been published since the closing date for submissions for the most recent award of the Prize (15 September 2002);
- it must be written in English, French or Spanish.

Applications must include:
- a brief curriculum vitae;
- a list of the applicant's publications;
- three unabridged copies of the work submitted.

Authors who meet the above requirements may send their applications no later than 1 November 2005.

McGill University and the Canadian Red Cross are pleased to announce they will host a joint international conference in Montreal to discuss the conclusions of the recent International Committee of the Red Cross (ICRC) Study on customary international humanitarian law.

The conference is entitled: Customary International Humanitarian Law: Challenges, Practices and Debates
September 29 to October 1st , 2005
McGill University Montreal, Quebec

The study on which the conference is based was conducted by the ICRC, in cooperation with hundreds of researchers, lawyers and experts worldwide. Since this Study was launched in the spring of 2005, this conference will be its official North-American launching. The objective of the document is to promote compliance with international humanitarian law and as a result, to offer better protection to victims of war. It will offer the world a common code of rules applicable to armed conflict that all parties to the conflict are obliged to follow.

This conference will bring together prominent professors from Canadian, American and European academic spheres, criminal law experts, and representatives from the Canadian government including the Department of National Defence, as well as representatives from non-governmental organizations (NGOs) and lawyers with experience in international tribunals .

The event will also be the opportunity to hear distinguished Canadian and International experts in the field of International Humanitarian Law. For example, will participate:
- Jean-Marie Henckaerts, Legal Advisor, ICRC, et Louise Doswald-Beck, Professor at the Graduate Institute of International Studies (Geneva) and Director at the University Centre for International Humanitarian Law (UCIHL), both directors of the ICRC Study on Customary International Humanitarian Law;

"International Humanitarian Law and Current Conflicts: New Challenges and
Dilemmas" provides an opportunity for participants to acquire and refine
the necessary professional skills to address humanitarian challenges
through the framework of IHL. This course will offer operational training
and comprehensive instruction on IHL, combined with expert presentations
and discussions of challenges to the law in recent conflicts.

Core instruction will be provided by ICRC and HPCR experts, with additional
presentations by guest speakers. The course of study will encompass
lectures, small working groups and policy discussions. Selected topics will
include:

• Introduction to IHL and its Implementation
• Civilians and Combatants
• Security of Humanitarian Personnel
• Conduct of Hostilit?????t???l??¾ies
• Occupation and Peacebuilding

Participants will also consider recent challenges in the field of IHL
through a series of simulations and case studies. Through the use of
information technology, course sessions will introduce participants to new
information tools for research and communication on IHL topics.

The advanced training is addressed to mid-career professionals concerned
with the role of IHL in the work of governments, international
organizations and humanitarian non-governmental organizations operating in
conflict zones. Participants are expected to have prior professional
exposure to the application or theory of international humanitarian law,
and the organizers welcome applications from members of the UN, NGO,
diplomatic, academic, media and military communities.

Third year in line the team coached by International Law Center of Kyiv International University will represent Ukrine in International rounds of Jean Pictet competition (www.concourspictet.org). The Humanitarian Law Jean Pictet competition will be held in Collogne-la-Rouge, France, April 2005.

The NOHA European Master's in International Humanitarian Action has been selected by the European Commission among the first 19 Erasmus Mundus masters courses, involving 82 European universities, which have started at the beginning of the 2004-2005 academic year. Erasmus Mundus Masters Courses are selected for five years. This implies that the NOHA consortium has committed itself to maintaining the Course and to hosting third-country students and scholars for five academic years running. The Erasmus Mundus programme is a co-operation and mobility programme in the field of higher education which promotes the European Union as a centre of excellence in learning around the world.

Third-country graduate students and scholars who have applied to and have been accepted by the NOHA Erasmus Mundus Masters Course are eligible for a scholarship. All countries of the world - with the exception of the EU Member States, the countries of the European Economic Area / European FreeTrade Association (Iceland, Liechtenstein, Norway) and the candidate countries for accession to the EU (Bulgaria, Romania, and Turkey) are considered third countries.

The admission to the NOHA Masters on Humanitarian Action degree programme may be granted to applicants who meet the following common admission criteria:
• Candidates must have completed a good level first cycle degree in a discipline of relevance to humanitarian action.
• Candidates are required to have a recognised qualification in the language(s) of instruction of the university that they plan to attend. Knowledge of languages of the place of study is an asset.

ECRE is currently recruiting for the position of EU Representative. This is a key position offering the chance to shape the strategy of ECRE's work with the European Union. ECRE requires someone with at least four years' experience and understanding of advocacy and representation combined with an excellent knowledge of asylum and refugee policies and a familiarity with the European Union legislative process on asylum. A thorough understanding of the key role of member organisations in a network, experience of working with and through a range of contacts to achieve common objectives and the ability to plan strategically are also required. You must have excellent communication skills in order to speak on behalf of ECRE at a high level as well as write clearly and persuasively to address a variety of audiences in the international fora. Experience of staff management and of working independently as well as within a team is required.
