07/07/08: International Criminal Justice and the Military

Announcement of a two-day seminar about the interplay between international criminal justice and the military. Through presentations and discussions, participants will explore various issues surrounding the former as an instrument of normative restraint on the latter. 03/06/08: New online course on humanitarian law and policy

Yesterday, the Program on Humanitarian Policy and Conflict Research at Harvard University launched its online course and discussion forum on humanitarian law and policy.
These online sessions combine video/audio lectures, selected readings, a discussion forum, a calendar of IHL training events, and other related resources. These electronic resources are made available to humanitarian professionals at no cost.

30/04/08: Advanced Trainings on Humanitarian Law and Policy

HPCR International and the Program on Humanitarian Policy and Conflict Research at Harvard University are pleased to announce the 2008-2009 Advanced Trainings on Humanitarian Law and Policy.

For seven consecutive years, the Advanced Trainings have provided professionals engaged in humanitarian action a thorough and practical understanding of the legal and policy challenges involved in humanitarian protection. Combining working group discussions, case studies and simulations, this series of events offers:

  • New three-day core training sessions ("Advanced Principles of Humanitarian Law and Policy") in four international locations: Cambridge in July 2008, Brussels in September 2008, Singapore in October 2008, and Amman in February 2009;
  • Two-day thematic workshops focusing on specific challenges to humanitarian action, including counterterrorism, private security companies, human rights in times of conflict, occupation and peacebuilding, negotiation of access, and the protection of civilians under Islamic law;
  • Online course resources, to be launched in June, that will present introductory and refresher materials on IHL for registered participants;
  • Tuition assistance for selected professionals from civil society organizations in developing countries; and
  • A Professional Certificate on Humanitarian Law and Policy for candidates interested in pursuing a comprehensive program on IHL.

30/04/07: Seminar of the Law of Armed Conflict

The Institute of Law of the University of Tartu, the Martens Society and ELSA Estonia are happy announce that the Second Tallinn Seminar on the Law of Armed Conflict, titled Regulating Warfare, will take place from 2 through 5 May 2007.

This four-day academic event aims to bring to Tallinn, Estonia, an international group of lecturers and participants interested in the law of armed conflict. The program is mostly set up of modules, each composed of a lecture and a practical assignment on a specific contemporary problem of international humanitarian law. As part of the seminar, Professor Frits Kalshoven will deliver the Second Friedrich Martens Memorial Lecture, concentrating on issues relating to the sources of international humanitarian law.

This year’s seminar will be somewhat more advanced. The participants are expected to have at least basic knowledge of humanitarian law so that the lecturers can concentrate on more complex and problematical issues. In addition to the academic programme, there will be many interesting activities and receptions to provide a further opportunity to discuss the topics in a more informal atmosphere.

The International Committee of the Red Cross (ICRC) has launched a new website for teachers of its Exploring Humanitarian Law (EHL) programme, which is designed to introduce secondary-school students to the basic rules and principles of international humanitarian law.
The English-language EHL Virtual Campus offers a range of teaching resources, including learning modules, workshops, training videos and an online discussion forum. Teaching materials can be downloaded in English, French, Russian and Spanish. The EHL Virtual Campus can be accessed at: www.ehl.icrc.org.

The University Centre for International Humanitarian Law (UCIHL) in Geneva has offered a Master of Advanced Studies (LL.M. equivalent) in International Humanitarian Law since its creation in 2002. As the only graduate program in the world to provide comprehensive training in the legal fields related to armed conflict and emergency situations, UCIHL brings together from around the globe gifted graduate students who are eager to hone their knowledge and skills in these dynamic areas of the law. UCIHL's list of sponsors reflects its commitment to combining academic excellence with an approach informed by professionals in the field - the Graduate Institute of International Studies, the University of Geneva Faculty of Law, the University of Lausanne, the International Committee of the Red Cross, the Swiss Federal Department of Foreign Affairs, and the Office of the United Nations High Commissioner for Human Rights. UCIHL graduates typically go on to join these and other international organizations and governmental entities, as well as various non-governmental organizations, private practice and academia.

Starting September 2007, UCIHL will transform into the Geneva Academy of International Humanitarian Law and Human Rights, which will build on UCIHL's successful programs. As with UCIHL, instruction at the Academy will be given, in English and French, to the highest academic standards.

We invite motivated individuals who have, or expect to have, a law degree and who are proficient in either English or French to apply for the 2007-2008 Master's degree program. The program requires one academic year of rigorous study and the completion of a thesis. Enrolment is limited to ensure maximum interaction with UCIHL's faculty members, so prospective students should not procrastinate submitting their applications.
