Under the direct supervision of Chief, International Law Division, the incumbent of this position is responsible for providing international law input and advice to Headquarters and Fields on a wide range of issues, in particular operational issues arising in the West Bank and the Gaza Strip, protection and access.
Primary Duties and Responsibilities
· Provides legal advice on the interpretation of international law, including human rights, international humanitarian law, and UN privileges and immunities and responds to requests from Headquarters and Fields;
· Drafts and reviews reports to United Nations bodies, including the General Assembly and human rights mechanisms, to key donors and NGOs;
· Liaises with other UN Agencies and NGOs on protection issues, including through participating in UN working group meetings in the West Bank as appropriate;
· Provides legal support to the Senior Protection Coodinator, Field Protection Coordinator and Gender Adviser;
· Researches and prepares drafts of legal opinions, policies, studies, briefs, reports and correspondence on international law issues;
· Responds to requests from governments and asylum seekers’ representatives on verification of registration as a Palestine refugee with UNRWA and related issues;
· Provides support and advice on access issues.
Professional Knowledge and Experience
· A university degree in law or professional qualification in law, with specialisation in international law;
· Six years' experience as a lawyer, or legal counsellor in a national or international organisation, a teacher of law or a combination of such experience. Time spent in post-graduate studies in an international law may be counted toward the experience requirement;
· Excellent command of spoken and written English.

· Ability to effectively compile and synthesize information;
· Proven ability in the analysis of facts/information, the development of rigorous arguments and replies and the provision of sound advice;
· Good English drafting skills;
· Ability to progress with work independently and to participate as a member of a small team;
· Ability to communicate effectively with a range of internal and external contacts.

Desirable Qualifications
Knowledge of contemporary problems of the Middle East ; Post-graduate degree in law; Familiarity with the UN system and practices; Working knowledge of Arabic.

Additional Information
The incumbent may be required to travel in the Agency’s five fields of operations.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $ 57,453 net tax free with dependants or $ 53,629 single, plus post adjustment of 45.8 %. Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza ) are family duty stations.
